WHO'S WHO

 

John O'Leary, City Manager/Recorder.

O'Leary started working for the City's Public Works Department 1999. He was appointed City Recorder in 2004 before being named Finance Officer in 2006. O'Leary also served on the Garibaldi Fire Department from 1998 until 2010. He's lived in Garibaldi since 1989 and currently resides here with his wife, Sarah.

 

Mary DeLoria, Assistant City Manager/Finance Officer

A Tillamook County native, DeLoria and her husband, Bruce, moved back to this area in 2004. They live on her family’s homestead property at Lee’s Camp; Mary's great grandparents homesteaded the property in 1889. DeLoria’s father, Bill Stewart, operated the family-owned Lee’s Camp Store from 1958 to 1972.

 

RFQ for Fire Department / City Hall Seismic Rehabilitation

Summary: The City of Garibaldi is seeking proposals from firms for the architectural, structural, mechanical and electrical design for the Seismic Rehabilitation of the Garibaldi Fire Station (the “Project”), located at 107 6th Street,  Garibaldi, Oregon. The subject building is a two story timber framed structure with concrete masonry unit bearing walls and a slab on grade foundation system. The building is approximately 14,000 sq. ft. in size. The City intends to use the Construction Management/General Contractor (CM/GC) project delivery method for this Project.  Pre-Design/Schematic Design would begin immediately upon award and approval of the resulting design contract.  Construction is anticipated to start as early as March 2012 with Project completion expected by December 2012. The scope of the project would be to; perform a seismic evaluation of the building, per American Society of Civil Engineers (“ASCE”) Standard 31-03 “Seismic Evaluation of Existing Buildings”; develop rehabilitation and mitigation strategies per ASCE Standard 41-06 “Seismic Rehabilitation of Existing Buildings” and the 2010 Oregon Structural Specialty Code (“OSSC”). The City expects the end result of rehabilitation to meet the rehabilitation objective of “Immediate Occupancy”.

In October of 2010, the City applied for and received a Seismic Rehabilitation Grant through the State of Oregon Emergency Management.  As part of this grant, a preliminary rehabilitation feasibility report was prepared and is part of the full RFQ.  Approximately $270,000 was awarded for the construction of the Project. The full Request for Qualifications (“RFQ”) and the selection process will be conducted pursuant to the terms of the RFP and the Oregon Attorney General's Model Rules for Consultant Selection, OAR Chapter 137, Division 48. Compensation for this project will be based on a total “not-to-exceed” amount for services and reimbursable expenses, with “not-to-exceed” maximums for the following individual phases of the design: Pre-Design/ Schematic Design, Design Development, Construction Documents, Bidding, and Construction Administration services, including record documentation.  The amount of compensation will be negotiated with the Apparent Successful Proposer. The Proposer and all firms, subsidiaries and individuals providing professional services shall be currently licensed to practice in each of their respective areas of professional expertise in the State of Oregon, and shall comply with all State of Oregon Architect and Professional Engineer licensure requirements.

WATER AND SEWER SERVICE

Water and Sewer Rate Change as of July 2011

As you look over your water/sewer bill beginning August 1, 2011 you will notice some changes. The base rates for water and sewer are the same as last year ($24.50 for water and $50.00 for sewer). However, the new base gallonage for residential water has been lowered from 6,000 to 4,000 gallons, and the rate has increase from $2.43 to $2.75 per thousand gallons used over the base gallonage. On July 18, 2011, the Garibaldi City Council decided to restructure our municipal water rates to align ourselves with similar communities along the Oregon Coast. This decision was based on a recommendation from the City Manager, and was intended to provide a competitive water rate to help encourage growth and development in Garibaldi. Water Rates
For a single family residence, the base water rate is $24.50 for 4,000 gallons, and an additional $2.75 per each additional 1,000 gallons. Commercial water rates vary based on meter size, and are as follows:

Sewer Rates
For a single family residence, the base sewer rate is $50.00 effective July 1, 2011. Commercial users are charged $43.75 for each residential equivalent unit (REU). REU's are determined by dividing a commercial customer's usage in the prior year by 4,000 gallons and 12 months (or 48,000). This number is rounded up, and represents the equivalent usage of a single family residence. Pleas contact Garibaldi City Hall for more details.

Deposits
A deposit, pursuant to GMC13.05.020is required for all new applicants and equals the minimum monthly charge. For a single family residence, the minimum monthly charge is $74.50. The deposit for a commercial business woulGad be based on the monthly minimum charge, and can be determined by contacting City Hall.l
